摘要
在光纤接入网将进入高速发展的时候，如何制订发展策略，确定规划建设原则，组织好基础结构，是建好接入网的首要条件。本文对这些重要问题进行了讨论并提出相关建议。
Along with the rapid growing of optical access network,how to plan network development strategy, difine the strategical principle, and organize network infrastructure become the key facctor for access network construction, the paper discusses these important matters and puts forward associated sugestions.
