摘要
结合工作实际,对煤炭地质单位投资管理中四个方面的问题进行了分析。投资保持快速增长是煤炭地质经济的一个新特点,投资推动了煤炭地质单位的跨越式发展,带动了地勘单位资产规模和质量的大幅度提高,加强了煤炭地质单位的主业建设;"备案制"和"审核制"是总局投资管理办法中最大的亮点,其本质是落实投资单位的自主决策权。概述了煤炭地质单位投资项目可行性研究工作发生的变化和需要把握的工作重点,并对煤炭地质单位今后的投资方向进行提出了新见解。
Combined with practices, analyzed issues in coal geological exploration unit investment control from four aspects. Swift growth of investment is a new feature in coal geological economy; it promotes leap-forward development of coal geological exploration industry, spurs on big margin increasing of assets scope and quality, strengthens main business construction. ＂Put on records system＂ and ＂auditing system＂ is two bright spots of the Administration＇s investment control, the essential is implementing of investment party self-determination. Briefly discussed changes in investment project feasibility studies and key emphasis in works need to be held, put forward new opinions on investment orientation henceforth.
