摘要
住房具有生活必需品和投资品的双重属性,并具商品性和福利性二元属性,这就使得住房定价机制较一般商品更具复杂性,政府在房地产市场中的定位更显重要。近年来,由于房地产市场失灵和非理性,同时政府失灵和错位使得房地产泡沫显现并渐趋严重。本文针对目前房地产现状和政府定位作了深入分析,并从多个角度提出了政府角色定位的措施建议。
The housing is more complex for its necessity and estate investing,and it has characteristic of both commodity welfare,for which government is an indispensable role in housing seytem.This paper puts forward some proposition on what the government must do correctly in housing control.
