摘要
区域创新系统面对可持续发展与低碳经济发展要求,需要从节能减排、低碳经济发展的内在规律出发,构建区域低碳创新系统。技术预见的可持续性特点为区域低碳创新系统的构建与运行提供了重要基础。基于技术预见存在需求拉动与科技推动两个方面的影响因素,区域低碳创新系统构建应选择低碳的关键技术战略、构建低碳创新机制和低碳创新支撑体系等。
In the face of the sustainable development and the requirements of low-carbon economy, the regional innovation system need to reduce the emissions from energy-saving, low-carbon economic development of the law, and to build the regional lOw,carbon innovation system. The sustainable characteristics of technology foresight provides an important basis for the construction and operation of the regional low-carbon innovation system, and based on the existence of demand pull aspect and scientific technological push aspect of the two factors of technology foresight, the regional low-carbon innovation system should be selected to build key low-carbon technology strategy, and to build low-carbon innovation mechanisms and systems and supporting systems of the low-carbon innovation, and so on.
