摘要
宪法,作为一个民主国家的根本法,其不同于其他法律,所以,在其价值目标上也会有所差异,甚至说在满足人类需要上也有所分工。宪法的根本性与宏观性决定了它必然要以整个国家和社会的秩序为第一价值,在此,秩序是宪法的首要的价值目标,或者说,是第一位应该实现的价值目标,以作为其他价值实现的前提。
As the most important law of any democratic country, the Constitution is different from other laws in the value. After all, the Constitution and other laws satisfy men from respective valleys. The Constitution is cardinal and macroscopic, which decides that it must regard order as the first value, that is to say, order should be realized at first.
