摘要
统筹城乡发展,建立以工促农,以城带乡长效机制,形成城乡经济社会发展一体化新格局,已经被确定为推进我国社会主义新农村建设的基本路径,这一基本路径的起点在于促使我国农民成为新农村建设的主体,终点则在于促使全国九亿农民富裕起来,进而在我国全面实现小康目标。如何从这一基本路径的起点走向终点,不仅是一个摆在我们面前的艰难课题,更是一个涵盖了经济建设、政治建设、文化建设和社会建设的庞大的系统工程。
Balancing the development of urban and rural areas, establishing the long - effective mechanism under which the development of agriculture and countryside is set to be boosted by the advancement of industry and city, forming the unified new pattern of economic - social development between urban and rural areas have already been referred to as the basic access to promote the construction of Socialist New Countryside in China.
