摘要
本文描述了改革开放以来广东职工工资增长的轨迹,通过比较分析揭示了其演变特点、成绩及不足,指出上个世纪90年代后期以来广东工资总额增长低于本省GDP增长、工资总额占国民收入的比重下降和职工平均工资增长低于本省人均GDP增长、低于全国平均工资增长、低于绝大多数省市平均工资增长;提出今后广东要创新工资宏观管理原则,传统的"职工工资总额增长低于经济效益提高,平均工资增长低于劳动生产率提高"的"两个低于"原则已经不适应我国贯彻落实科学发展观和所处发展新阶段的要求,提出用"职工工资总额增长与经济效益提高相适应,平均工资增长与劳动生产率的提高相适应"的"两个适应"原则作为新时期工资宏观管理的原则。
This essay describes the orbit of the salary increasing of the workers in Guangdong after China's reform and open -up, and reveales its characteristics, positive results and defects through comparative analysis. It points out that ever since 1990s, the increase of the overall salary in Guangdong is much lower than the increase of the GDP growth, the total of salary is occupying less share in GDP . the increase of average salary is also much lower than the growth rate of GDP per capita in Guangdong, and also lower than average salary growth in nationwide and most province. Therefore, Guangdong should adopt the new macro_management principle on salary. The traditional notion, the total of workers' salary must be lower than the upheaval of economic benefit and the increase of average salary must be lower than the promotion of working efficiency, is not compatible with the requirement for our nation carrying out Scientific Development View in this stage, this essay introduced the two notions, the increase of the total of worker's salary should be apace with the upheaval of economic benefit, the increase of the average salary be apace with working efficiency.
