摘要
文章认为，地勘单位企业化取向的改革，可以由事业体制直接转为规范的现代企业制度的企业，即“跨跃式”改制，文章作者就为什么要进行“跨跃式”改制？如何进行“跨跃式”改制提出了自己的认识、对策和建议。
