摘要
统筹城乡发展是党和国家的重要举措,也是重庆市打破城乡二元结构的大好时机。为解决现行环保管理体制中建管分割、城乡分离的体制性弊端,必须构建重庆市城乡生态建设和环境保护的统筹管理体制和具体运行机制,完善统筹城乡生态建设和环境保护的投入机制、补偿机制、节能减排、环境立法与评估体系。
To balance urban and rural development is an important measure of our Party and State ,which is a good opportunity for Chongqing to break the urban-rural social structure. In order to solve the structural defects of cur- rent environmental management system,such as the division of ecological construction and protection, separation of urban and rural area in system, we have to bulid up the management sytem to unify ecological construction and pro- tection, as well as its detailed oprational mechanism. For example, we have to improve its input, compensation, energy reduction mechanisms, strengthen environmental legislation, and consummate assessment system.
