摘要
"市场换技术"战略实施效果不佳是造成我国部分产业空心化的原因之一。回顾了"市场换技术"的政策评价,并对有关西方发达国家产业空心化实质、成因与程度的文献进行了梳理。国内有关产业空心化的研究分别从供求失衡、地区性空心化和技术空心化三方面展开。其中,来自制造业的经验证据表明,"市场换技术"政策失效与技术空心化存在着一定联系。
The imperfect effect of ＂marketplace for technology＂ strategy is one of the cause leading industrial hollowing-out in China. The paper takes a review about the policy evaluation of ＂marketplace for technology＂, and summarizes literatures about essential, cause and degree of industrial hollowing-out in developed countries. Civil studies could be divided into three aspects： supply and demand unbalance, region hollowing-out and technical hollowing-out. Furthermore, evidence from manufactures indicates that policy function failure of ＂marketplace for technology＂ is connected with technieal hollowing-out to some exent.
