摘要
通过问卷调查、实地座谈、个案调查等多种方式,对农村税费改革后乡镇政府职能的现状进行了全方位的调查。调查显示,乡镇政府依然履行着较强的经济发展职能,并没有真正实现由区域经济发展"领导者"向公共服务"提供者"的角色转换。一方面,乡镇政府热衷于发展地方经济,公共决策依然对私人决策有较强的影响;另一方面,由于税费改革减少了乡镇政府可支配财政收入,在本应发挥作用的公共产品市场上,乡镇政府却存在着一定程度的缺位。此外,乡镇政府的主要领导花费大量精力在处理上访事件上。
