摘要
首先对我国的自然灾害的分类及分布作一概述,又着重分析了在全球变化背景下,自然灾害多发和突发的原因。通过对年初雪灾及汶川地震中政府对自然灾害管理的表现进行分析,提出了如下减灾措施:建立专门的灾害管理机构,建立健全灾害管理的法律法规体系,加强民众的减灾意识培养,加强科技支撑能力建设和重视减灾中的社会力量。其中,加强灾后正确有效的心理干预为汶川地震后减灾工作中热点之一。
A generalization of clarification and distribution of natural disaster in China has been described. And then the cause of frequency and burst of natural disaster has been analyzed emphatically under the background of global change. By analyzing the performance of the management for natural disaster of Chinese Government in snow disaster and Wenchuan earthquake, some measures have been suggested such as establishing a special agency of management for disaster, setting up a sound law system of management for disaster, strengthening the disaster reduction consciousness training, reinforcing the construction of science and technology supporting ability, and paying attention to social forces in disaster reduction. Specially, strengthening correct and effective psychological intervention after disaster becomes a hot spot in disaster reduction after Wenchuan earthquake.
