摘要
十七三中全会决定加快推进社会主义新农村建设，下大力气推动城乡统筹发展。要落实十七届三中全会精神，实现城乡统筹发展，我们必须清醒地认识到我国在统筹城乡经济社会发展方面存在的矛盾和问题，直面挑战，尽快形成多元化融资机制，形成建设新农村的激励机制，加快改变城乡二元结构的体制，积极探索出农村土地流转与适度规模经营的多种形式，努力提高城镇化水平。
Nowaday,the socialism new rural construction is becoming the hottest issu. From the Third Session of the Seventeenth Central Committee of the Party,our country decided to speed up this advancement and work hard to promote the schedule development of the urban and rural areas. If we want to fulfil this spirits and realize this objects,we must realise soberly the contradiction and problem which have been existed in our economic and social development, aspect. We must face up the challenge, shape the finaeing mechanism in various dimensions, form the power machanism of the new rural constructon, upbuild the change of the urbanural dual structure,explore the various beings of the countryside land circulation and moderate large-scale manegement and raise the urbanization leval deligently.
