摘要
本着系统安全的思想,从耗散结构论和协同学原理出发,思考安全管理体系的功能属性,构建了中国民航安全管理体系结构模型——ROSE模型,研究了该体系中政府和企业两个层面的功能联系,体系中核心子系统与外围要素的功能要求,以及核心子系统之间、核心系统与外围要素之间的辩证关系。
Attributes of safety management system (SMS) of China civil aviation are explored guided by systematic safety theory and based on the principles of dissipative structure and synergetics. The functional model of China civil aviation safety management system, named ROSE, is designed. Based on ROSE model, the functions of government and enterprises, 3 core subsystems and 4 environmental elements, and the dialectic relationships among the core subsystems and between the core subsystems and environmental elements are studied.
