摘要
在中国迈向21世纪的前景分析中．日益严峻的城市灾害及事故状况不容忽视。作者认为．城市综合减灾战略的实施．是中国城市化可持续发展的安全保障。该文从现代系统观所构筑的综合减灾理论出发．研究了中国城市灾情及综合减灾模式（含科技、管理、法制）、并结合跨世纪主题提出了中国城市综合减灾的安全文化战略建设构想。
