摘要
环渤海地区是我国经济发展的重要核心区和最具发展潜力的地区之一,加快环渤海地区开发开放对于我国经济持续稳定快速发展具有重要的战略意义。根据环渤海地区的优势条件和制约因素,加快环渤海地区发展,必须站在全球的战略高度,明确区域功能定位,积极建设"一带三基地"。加快环渤海地区开发开放的战略重点:采取分区推进一体化的策略;整合各方资源,联手打造中国北方国际航运中心;积极推动在天津滨海新区、青岛黄岛和大连开展自由贸易区的试点工作;鼓励外商投资北上,参与环渤海地区开发。
Surrounding Bo Sea area is an improtant core area of our country＇ s economic development and one of the most development potential regions. Speeding up the Surrounding Bo Sea area＇ s development and opening has important strategic sense to the sustained and fast growth in the national growth. Facing the regional superiority and restriction factors of the Surrounding Bo Sea, in order to speed up the development of the area, we must take a global strategic stand, clarify the functional positioning, construct actively one region with three bases. The strategic priority of speeding up the Surrounding Bo Sea area＇ s development and opeing are as follows： adopting the integrated strategy of district advancement, in the near future, try to establish three big economic cycles which are the Jingjinji, the Shandong Peninsula, and the Liaodong Peninsula; and then integrat the resources, to make the international shipping center of north China, to impel the country＇ s pilot project in the Tianjin Binhai new area, Qingdao Huang Dao and Dalian free-trade zone, encourage the foreign investment to go north and participate in the Surrounding Bo Sea area＇ s development.
