摘要
建设资源节约型、环境友好型社会(简称"两型社会"),是从我国国情出发作出的一项重大战略决策。构建"两型社会"需要法律法规强有力的保障,环境法作为保护环境的有效手段必将为实现"两型社会"的环境目标发挥重大作用,而环境立法目的作为环境法所追求价值的最直接最明确的表达,更是对"两型社会"建设有着深远影响。因此,完善我国环境立法目的缺陷,有针对性的补充、强化环境法目的在当前显得尤为必要和紧迫,其对于实现可持续发展、人与自然相和谐的环境目标和全面推进"两型社会"建设具有十分重大的意义。
