摘要
粮食安全的内涵丰富外延广泛,粮食安全概念的语域范围不仅具有国际性,而且还具有历史性和地域性。保护和提高粮食生产能力是现阶段我国粮食安全的主要问题。建立科学的、符合我国实际的国家粮食安全体系,必须坚持自给为主的方针,必须遵循安全优先、兼顾效益的原则,必须有利于市场化改革的深入,必须有利于城市化的发展,必须有利于提高农民收入,必须有利于环境的改善和优化。
At present, it is the main problem of China＇s food security to protect and enhance the grain production capacity. To establish a secientifie national food security system in the line with our count.s reality must adhere to the principle of self-oriented and market-oriented, of security priority while taking benefits into account, of advance to improve the imcome of farms, of conduce to a better enviroment.
