摘要
加拿大是第一个对我国发起反补贴调查的国家，也是对我国发起反补贴调查第二多的国家。加拿大与反补贴有关的实体规则主要规定在《特别进口措施法》与《特别进口措施法实施细则》当中。《特别进口措施法》规定了征收反补贴税的条件，即当存在补贴的产品输往加拿大时，如果该补贴已造成损害或阻碍，或存在损害威胁，或将造成损害或阻碍时，
