摘要
分析了汶川8.0级特大地震灾害中航空应急输送的特点,通过对抗震救灾航空应急输送保障经验的总结,具体分析了航空应急输送在非战争军事行动中对运力、空管、机场等保障方面的需求,引发了对突发公共事件航空应急输送能力的新认识,提出了重视加强航空应急运输保障能力的相关应对策略。
On the basis of analyzing the characteristics of the emergency aeronautic transportation in the serious earthquake disaster which happened in Sichuan on May 12th, 2008, the experience of emergency aeronautic transportation for earthquake relief work is summarized in the paper. In addition, an analysis is also made of the demand of the emergency aeronautic transportation for the supports of transport capacity,air traffic management and airdrome during the non-wartime military operations, with stress placed on the analysis of the capability of the emergency aeronautic transportation against public incidents, and some counter-measures proposed, which enables us to attach great importance to strengthening the capability of the emergency aeronautic transportation.
