摘要
城乡教育统筹的目的是优化教育资源,缩短城乡教育差距,提高教育的整体成效。从教育的全面发展和长期目标来看,加大农村教育经费投入、实施远程教育工程、建立城乡教师双向流动制度和打造教育园区的方式有许多不足之处,而只有结合重庆市区特点,通过政府的"统筹统管",建立健全教育资源优化配置的长效机制,结合新农村建设打造重庆市统筹教育特区,才能实现重庆市城乡教育的长期均衡、全面发展的目的。
The objective of planning urban and rural education as a whole is to optimize education resources, to narrow the gap between urban and rural education, and to enhance the global effect of education. From the angle of overall development and long-term objeetive of education, there are still many defects in rural education investment, long-distance education, the mode for teacher transference between urban and rural areas and the mode of establishing educational regions. Only in combination with the characteristics of Chongqing＇s city proper and by governmental coordinated planning, establishing long-term mechanism of education resources optimization allotment, and considering the construction of modern rural areas in coordinately planning special educational zones, can the objective of long-term and balanced overall education development of urban and rural areas be realized.
