摘要
本文在对张承地区生态补偿进展进行系统总结的基础上,分析了张承地区生态补偿中存在的问题。认为建立合理的生态补偿机制有助于协调张承地区和京津地区的利益关系,促进张承地区生态环境的良性循环和可持续发展。通过对张承地区具体状况的分析,提出了张承地区生态补偿机制的理论框架,确定了生态补偿的主客体,建立了生态补偿标准测算模型等,为中国建立区域间生态补偿提供理论借鉴和应用模型。
This paper analyzes the existing problems in the aspects of ecological compensation in the regions of Zhangjiakou and Chengde. Establishing rational compensation system is helpful to the adjustment of beneficial relationship between the regions of Zhangjiakou and Chengde and cities of Beijing and Tiajin, promoting good circulation and sustainable development of Zhangjiakou and Chengde. This paper comes up with the theoretical frame of compensation system, determines the subject and object of ecological compensation, sets up the mode of measuring compensation so as to give a theoretical and practical mode for the regional compensation in China.
