摘要
随着城乡二元经济结构的转变,二元对立的格局必将被逐步消除,农村养老保障的社会化程度也会不断提高、范围会不断扩展,逐步建立国民一体化的社会养老保险制度应该成为农村社会养老保险制度的最终目标。基于该目标,该文分析了相应的政策需求:法制先行、明确政府主导地位、因地制宜采取多层次原则、规范基金管理以提高基金收益率。
The socialization level of rural old -age security system will be boosted and its coverage will be further expanded at a time when the binary opposite pattern is being eliminated along with the conversion of rural - urban economic structure. It is the ultimate cause for China to incorporate the rural old - age security system into a unified social security system. This paper analyzes such policy requirements with this regard as placing legal system as priority, defining the predominant role of government, adopting multi - level principle by adjusting measures to local conditions and standardizing social security funds management.
