摘要
2020年实现全面小康的发展目标,既需要保有足够的耕地,又需要占用一定数量的耕地,以推进工业化和城镇化。只要贯彻落实科学发展观,紧扣利益,鼓励耕地供给,限制耕地需求,这对矛盾冲突完全可以在我国现有人地资源比例基础上得到解决。
The development goal of achieving a well-off society in an all-round way in 2020 requires owing enough farmlands and exploiting certain amount of farmlands as well to push forward industrialization and urbanization. Only by implementing scientific outlook on development, taking interests into consideration, encouraging farmland supply and limiting farmland demands, the conflict can be solved on the basis of our present ratio of human and land resources.
