摘要
陈云四次主持"一五"计划的编制工作,对"一五"计划的成功编制作出了重大贡献。在此过程中,陈云提出了编制五年计划要合理安排国民经济各方面的比例关系,基本做到综合平衡;要正确规划经济建设的规模和速度,使经济建设的规模和速度同国力相适应;要充分考虑农业发展水平对经济建设的制约,要采取多种措施促进农业增产;要妥善处理发展经济和改善民生的关系,做到一能吃饭、二能建设;既要考虑到国内经济发展的需要又要考虑到国际环境的影响等思想。
Chen Yun greatly contributed to the estabhshment of the First Five-year Plan. In presiding over the concemed work, he proposed that the five-year plans should consider the proportions between the various aspects in our national economy to achieve the overall balance, correctly set the scale and speed of the economic construction in the hght of our national power, take full consideration into the restriction on the economic construction due to the level in agricultural development and adopt various measures to promote agricultural production. These thoughts and others not only provide important guidelines for the establishment of the First Five-year Plan but also have referential significance for today＇s work in planning the development of our national economy and society.
