摘要
中国政府在旅游业发展中的职能的合理界定是一个关系到中国未来旅游业持续健康发展的根本性问题。在中国旅游业的发展过程中,存在着政府主导和市场主导两种观点。这两种观点并不矛盾,关键是如何合理地确定政府在发展旅游业中应有的职能范围,处理好政府和市场的关系。政府的旅游职能应与旅游业发展的水平紧密相关。就我国现阶段而言,政府的旅游职能主要包括:培育完善的旅游市场体系;消除旅游业的外部不经济性;维护竞争、反对垄断;提供旅游公共产品;矫正旅游信息的不对称性;旅游法律法规的制定和执行;旅游管制。
A proper definition on the function of the government in tourism plays an essential role in the sustainable and healthy development of tourism in China in the future. In the process of developing tourism in our country, there are two viewpoints of the government leading and market leading. Both opinions are not contradicted with each other. And the key is how to define the necessary function of the government in the development of tourism in a proper way, then how to deal with the relationship between the government and market. The government＇s tourism function should be closely related with the tourism development level. Speaking of our country present stage, the government＇s tourism function mainly includes： （1） cultivating the perfect tourism market system; （2） eliminating the exterior not efficiency in tourism; （3） maintaining the competition and opposes monopoly; （4） providing tourism public product that include tourism infrastructural facilities building, tourism destination image marketing and promotion, tourist scenic zone of park, museum, science and technology museum, patriotic education base and so on construction, tourism plan establishment ; （5） rectifying tourism information dissymmetry; （6） tourism laws and regulations formulation and execution; （7） tourism regulation mainly including market access of tourism economic subject control, tourism priee control, tourist service quality control and so on.
