摘要
随着国务院颁布的《政府信息公开条例》的实行，政府的信息公开以及公众参与政府公共决策，已构成了政府公共关系的重要内容。它对提高政府工作的透明度和行政效率，树立政府形象，促进廉政建设都具有重要意义。确立“公众至上”意识、实现政务公开，特别是提高政府信息管理工作效率，从而更好地为公众服务已经成为世界各国政府必须面临和解决的重要问题。
The focus of improving the ability in public relations and building up a good imagine of government is to strengthen the government affairs openness with an attempt to realize the work transparency and promote the work efficiency of the government. This paper introduces the basic situation after Singapore government＇s adoption of ＂electronic government＂, which is to publicize the public affairs in order to increase the government＇s work quality and efficiency. Further more, this paper analyzes the beneficial implication of its related measures in helping the publicizing of the China＇s government affairs openness.
