摘要
统筹城乡发展的战略就是打破过去的城乡二元结构,解决现阶段的城乡之间的显著差距。城乡二元经济结构是发展中国家从传统农业社会走向工业化和现代化必经的过渡形态。解决城乡二元结构差异并推动城市化的进程,需要加大对农村人力资本投入、大力发展农村教育、加强对农村劳动力的各种培训、提高农村劳动力素质,逐步将农村人口转化为城镇人口。
Overall rural- urban development strategy is to break present dual structure between urban and rural areas and to narrow present obvious gap between urban and rural areas. Urban - rural dual structure is a necessary transition for developing countries to develop from traditional agriculture to industrialization and modernization. Narrowing urban - rural dual structure gap and promoting urbanization need to enlarge rural human capital, to develop rural education, to enhance training of rural labor force, to improve the quality of rural labor force and to gradually transfer rural population to urban population.
