摘要
建立生态补偿机制是全球范围内的一个新课题,生态补偿机制的法制化是极为重要的问题之一。通过对目前我国生态补偿机制法制化存在的问题与障碍分析,提出生态补偿机制法制化的基本思路,并且在加快环渤海区域有关生态补偿立法,完善区域生态效益的经济补偿制度、完善环境资源税费制度、推动生态补偿方式多元化、理顺管理体制和生态补偿政策体系等5个方面提出了促进环渤海区域生态补偿机制的法制化的具体措施。
To establish an ecologic compensation mechanism is a new task around the globe. The legalization of ecosystem compensation mechanism is one of the extremely important problems. This study analyzes the problems that exist in China ecosystem and puts forward the basic approach of legalization for ecosystem compensation mechanism. Some concrete measures for promoting the legalization of ecosystem compensation mechanism are proposed from the aspects of how to advance the legalization, perfect the regional economic compensation, perfect the environment resources taxation, promote the diversification of ecosystem compensation channels, and coordinate the management system and compensation policy.
