摘要
分析了当前辽宁省航运业中存在的一些问题；指出在促使企业进入市场的同时，应强化政府的指导、监督和服务职能；应该看到发展航运业对外贸经济和其他行业发展的积极作用；政府应优先发展和重点扶持航运业．在企业经营、船型发展、港口建设、航运交易市场建设等方面提出了一些具体的看法和建议．
The present conditions of the shipping industry in Liaoning Province are investigated in the paper. It is firmly believed that while urging the shipping companies getting into the market, the guiding,the supervisory and the service functions of the government must be emphasized. The shipping industry should be given priority to develop. Some instructive opinions and proposals are presented on the shipping operation, shiptype and port development strategy, the formation of the shipping market etc.
