在全面讨论了怎样根据溢油海域、溢油量、油种、海况及油膜厚度和岸线类型来选择溢油应急处理方法的基础上，再利用编辑型集成环境或数据库管理系统ＦｏｘＰｒｏ２．５编制出溢油应急处理技术决策系统计算机程序，实现溢油应急处理技术的综合决策．
This paper discusses how to choose emergency responsemeasures to deal with an oil spill according to the sea area of the oil spill,the quantity of oil spilled, the quality of the oil,the situation of the sea, the thickness of the oil film and the type of seashore. It also describes how to use FoxPro 2.5 software. the compiling and integrated management system of date base to work out the program of the decision making system on the oil spill emergency response.Thus,a general decision for the spill response can be made.
