摘要
运用系统分析和对比分析方法研究美军“规划、计划、预算与执行”（planning，programming，budgeting，and execution，PPBE）系统的运行机制和决策过程，介绍PPBE系统的发展概况，分析PPBE运行各阶段的任务、作用和决策方法，指出PPBE对“规划、计划与预算系统”（planning，programming，and budgeting system，PPBS）的改革重点，提出了我军装备采办体制改革的思路、建议，并指出借鉴美军采办改革要注意的问题。
Using the method of system analysis and contrast analysis, the operation mechanism and decision process of American army＇s planning, programming, budgeting, and execution （PPBE） system is researched. This paper introduces general development of PPBE system and analyzes mission, function and decision method in each stage. The critical reform of planning, programming, and budgeting system （PPBS） from PPBE is presented. It also describes thinking and suggestion of equipment acquisition system reform in PLA. The notice of reform is pointed out when PLA draw lessons from American army.
