摘要
水库大坝突发事件应急预案编制是维护大坝安全的一项重要内容,可为水库大坝管理部门在应对突发事件时提供决策依据。随着经济社会的快速发展以及病险水库除险加固工程项目的深入实施,水库大坝应急预案编制得到政府与社会公众的高度重视。因此,应急预案编制具有重要的时代背景和社会意义。依据《水库大坝安全管理应急预案编制导则(试行)》,介绍了应急预案编制的主要原则和内容,并围绕应急预案编制的主要关键技术进行了概述,指出了加强这些关键技术研究的重要意义。
Emergency plan of dams is one of the key parts in sustaining dam safety, and the base for decision-making of relevant departments in coping with dam failure. Great importance has been attached to emergency plan of dams by the government and the public along with fast development of economy and society and implementation of dam reinforcement project. The initiation of emergency plan has periodical background and social meaning. In accordance with Guidelines of Emergency Plan for Dam Safety Management （trial）, the principle and content of emergency plan is introduced. Key technologies of making emergency plan are summarized and the importance of strengthening these key technologies is presented.
