摘要
针对目前公立医院法人治理研究侧重于理论探讨的现状,提出实现公立医院法人治理的可操作性实务规则:明确法人治理模式下公立医院治理原则,包括公益目标最大化、治理结构规范化、治理机制有效化和治理模式具体化;构建公立医院法人治理准则基本框架,包括治理组织结构、行为准则、绩效评价与激励约束机制、相关者利益保护规则和信息披露规则;制定公立医院法人治理章程指南。
This paper proposed the practical regulations of legal governance in public hospitals. First, the principles of legal governance were deduced as maximizing the public aims, standardizing the governance structure, effectuating the governance mechanism and individuating the governance model. Second, the framework of legal governance in public hospitals included governance structure, norms of actions, mechanism of valuating performance and inspiring, protecting interests of stakeholders, regulations for publicizing information as well as the constitution of legal governance in public hospitals.
