摘要
旅游业是少数民族地区新的经济增长点,但少数民族地区的旅游安全问题长期以来一直制约着少数民族地区旅游业的发展。基于此,从少数民族地区旅游的特点出发,对少数民族地区旅游安全问题进行了相关的分析和研究。首先,通过对少数民族地区旅游的特点与安全问题的相关性进行了分析,指出文化差异性、进入困难性、社会环境欠稳定性、自然环境特别性、基础设施不完善性等特点直接影响着少数民族地区的旅游安全性;通过整理、归纳和分析近年来少数民族地区的旅游安全事故统计数据及典型案例,将少数民族地区的旅游安全问题分为文化冲突类、自然环境类、故意犯罪类、交通事故类、意外事故类等5种类型,并在此基础上分析了少数民族地区旅游安全问题具有突发性、复杂性、集中性、防控困难性等个性特征,研究了少数民族地区旅游安全的发生规律具有人群、地理、时间等方面的规律;最后,针对以上的分析和研究结果,从政府、企业、旅游地社区、旅游者4个角度提出了少数民族地区旅游安全控制与管理措施。
Tourism industry is a new economy increasing point in minority areas,but the safety and security in tourism has always limited the development of tourism industry in these areas. Based on this, starting with the characteristic of tourism in minority areas, this paper does some related analyses and researches about the safety and security issues of tourism industry in minority areas. This paper first analyses the relation between the characteristics of tourism here with the safety and security issue, and points out that different culture, bad accessibility, unstable social environment, particular natural environment, inadequate facilities and other issues all have direct effect on the safety and security of tourism industry here; then, through the collection, category and analysis about the accidents case and related statistics, this paper categorizes the tourism accidents into five types such as culture conflicts, intended crimes, traffic accidents, and accidental accidents, based on this, this paper puts forward that the safety and security of tourism in minority areas have the features like aecidentalness, complicatedness, eolleetiveness and difficult to control, and also studies the rules that in people, geography, and time ; lastly, this paper puts forward the management and control strategies from the perspectives of government, enterprises, destination societies and tourists.
