摘要
地方政府在地质灾害防治专项资金的投入与使用上存在着异化倾向,给地方经济的发展和社会的稳定带来了隐患。信息的不完全、目标的不一致以及中央与地方在经济上的分权与博弈是导致地方政府行为异化的原因,因此要制定有利政策,加强法规建设、完善考核机制,并加大审计力度。
The local govemments have the disassimilation tendency on the funds devotion of the geology disaster prevention and the usage and brought development and social stability of place economy concealed suffer from. The variety of the incompletion, the inconsistent of goal and central with the place is in the cent power on the economy is cause behavior alienation in the place of reason, so the central government needs to formulate the advantageous policy, strengthen laws construction, perfect investigate a mechanism, and enlargement audit strength.
