摘要
目的:以对江苏省不同经济水平的18个县级妇幼保健机构运营现状调查的结果为依据,对其收支经费进行分析,找出在经费补偿方面存在的问题,并提出相应的对策。方法:理论文献研究法、定量调查分析法。结果:在调查的地区,无论是县级妇幼保健院还是妇幼保健所,均存在以下三个问题:一是政府对这些机构投入不足,不能保证基本人员经费支出;二是经费主要来源于有偿服务收入;三是筹资渠道单一。结论:①应加强对县级妇幼保健机构的建设,实现真正的全额预算;②应加大政府投入,健全预防保健补偿机制;③应积极拓宽筹资渠道,实现经费筹资方式多元化,从而保持妇幼保健机构的发展活力。
Objective： To investigate actuality of 18 maternity and care institutions at the county level in Jiangsu province, to analyze the revenue and expenditure, to find out the funding compensations problem, and put forwards some countermeasures. Methods： The investigation document study and quantitative methods were used. Results： Either in maternity or in care at the county level, there were three problems ： firstly government investment was insuttleient and did not afford fundamental expenditure; secondly the paid services were the main income sources of funding; finally fund - raising channels was single. Conclusion： For the existing problems, some measures for improvement should be taken： （1）the building of maternity and care institutions at the county level should be strengthened to realize the real full budget; （2）government ought to increase investment, improve preventive health care compensation mechanism; （3）financing channels should be widened, achieving diversification of fundraising, thus preserving the maternity and care institutions vitality.
