摘要
互联网自媒体技术的发展,在新闻发布和新闻的搜集上,出现了一些被称为"私媒体"或是"自媒体"的网络新闻传播的文化现象,技术的发展产生了即时新闻的发布渠道形成多元化的文化现象,一种非主流媒体的个体传播文化。在突发事件中,私媒体的报道对于新闻的及时性和透明性无疑起了巨大的作用,但是,由于报道不实或是报道的负面效应,使得新闻发布的权力、责任、管理、处罚问题凸显。从传播学理论角度看,网络时代突发事件中私媒体的新闻发布的问题,这包括有关突发事件事态发展或者应急处置工作的信息的权利,或者不知有关事件信息的虚假而进行传播的行为责任,以及"编造、传播有关突发事件的虚假信息"的法律责任等等,都是值得关注和讨论的。当代传播学理论研究在私媒体新闻发布上的反应应思考的问题是:1.私媒体新闻权利和问责,私媒体新闻发布对个人隐私构成的侵权的界限和责任;2.私媒体新闻发布过程中,新闻传播环节的"放大器"——网络平台的作用和责任;3.私媒体的"编造新闻"和"错报新闻"的概念的界定;4.私媒体在突发事件中发布的新闻是否"虚假信息"的判定;5.政府媒体须互动以应对突发事件;6.个人公民、企业、政府三大网络要素构成了互联网的新闻源;7.新闻博客获得信息的可靠性、质量、真实性的监管;8.新闻博客散播谣言和诽谤的纠谬监管的缺位。
Since the development of media＇s technology on interact, in the news briefing and collection of the news, some culture phenomena which is known as ＂ private media ＂ have appeared. The development of technology has produced the issue channel of the lastest news, having formed the pluralistic culture phenomenon, the individual of a kind of non-mainstream media propa- gates culture. The report of private media plays an enormous role with the transparent and in time of news. But, because report unureal or negative effect of report, in news briefing, the questions of power , responsibility , managing, punishing are very obvi- ous. From the point of view of dissemination theory, the question of news briefing of the private media in the accident of cyber- times includes the right of develop or meet an urgent need information handled in the accident state of affair, the behavior respon- sibility of wonder if relevant incident information spread falsly, or the legal liability of ＂ make up , propagate the false information about accident ＂ ,etc. All these merit attention and discuss. The response of contemporary dissemination in private media＇s news briefing of theoretical research and question that should think are： 1. The right of the private media＇s news and responsibility of asking. Private demarcation line and responsibility to encroachment of right that the individual privacy forms of media~ news brie- ring. 2. In the private media＇s news briefing course, ＂ amplifier ＂ of the link of dissemination of news ： function and responsibili- ty of the network platform. 3. The definition of the concept of ＂ make up the news ＂ and ＂ misrepresent deliberately the news ＂ in the private media. 4. Judging whether the news that the private media releases in the accident is ＂ False message ＂. 5. Gov- ernmentb media must be interdynamic by replying the accident. 6. Personal citizen, enterprises , governments , three major key elements of networks form the news source of internet. 7. Whether information of Blog is reliable , has quality and true. 8. Control to disseminating rumours and slandering scarcly.
