摘要
厦门PX项目迁址事件引发了一系列的争论和思考,也将人们的视线再次吸引到规划环境影响评价制度上。规划环评制度对预防污染和公害发挥着重大作用,但从实践来看,法律规定本身还存在着一些缺陷。试从主体制度的角度出发,探讨如何完善对规划环评的法律规定。
The location moving of PX program in Xiamen arouse a series of discussion and consideration, what＇s more, attention is drawn to the evaluating system of influence of environmental planning The evaluating system surely plays significant function on preventing pollution and public hazard, but from the point of practice, there are still some defects in the law itself. This thesis intends to perfect the law of the environmental impact assessment for plan from the angle of subject system.
