摘要
社会保障分配可以改善和增进社会福利。然而，伴随着社会保障制度的不断完善和社会福利水平的迅速提高，出现了一些新的矛盾，主要表现在财力上的沉重负担和经济上的低效率。我国作为发展中国家，在设计和健全社会保障制度的过程中，一定要量力而行。保障规模、范围和体制必须与经济发展水平相适应。
ocial Security allocation can improve social benefit.with the improvement of social security system and social benefit,some new contradictions do appear,which reflect themselves in its heavy burden in financial resources and low efficiency in economy.The author proposes that as a developing country,it is necessary for China to adhere to such a principle of“To act according to one's ability”in designing and strengthening social security system,the scope and extent of security and its system should be suited to the development level of economy.
