摘要
中国特色的信访制度的产生和发展有其历史必然性。在近五十年的发展历程中,信访制度在党和政府沟通人民群众方面发挥了重要的历史作用。但新时期以来,随着社会转型期各种新的社会问题的涌现,信访制度逐渐演变为一种权利救治的制度。虽然目前信访制度与我国法治社会建设目标有矛盾之处,但仍有其存在的价值,问题在于如何促使其向规范化方向发展。
The emergence and development of the complaint letters and visits system with Chinese features is a historical necessity. In the last nearly 50 years, complaint letters and visits system has played important historical role in the Party and the Government contacting with the masses. But since the new period, while all kinds of new social questions spring up in the societal transformation, the complaint letters and visits system has become an institution of the right relief. Although the complaint letters and visits system has some contradictory aspects with the object of constructing the society ruled by law, it is still necessary to maintain the institution and the key to the question is the standardization of it.
