摘要
对丽水市县级公立医疗机构2004-2006年经济运行情况进行了实地调研,结果显示:全市县级公立医疗机构出现全面亏损现象,分析原因有:政策性亏损,政府补偿性投入不足,基础设施建设滞后导致病人流失,医务人员待遇低导致人才流失,以及医患关系恶化导致病人欠费增多等。为此建议,要明确政府职能,落实政府责任,同时要加强医院管理,向管理要效益。
This article investigated financial conditions of county public medical organizations from 2004 to 2006. The results showed that all medical organizations ran under deficit because of policy - induced loss, lack of government input, patients loss because of low quality medical equipments, overdue medical expense increase because of bad doctor - patient relationship. The author proposed that government should make sure its function and responsibility, hospitals should improve management.
