摘要
合理确定农村公共品供给优先序列是提高农村公共品供给效率、促进现代农业发展的关键所在。在农村公共品的供给优先序的确定上,我们应始终以农民需求为主,政府宏观调节为辅,改变传统供给主导型的公共品供给制度,最高程度的减少因供给方的自利性追逐而造成的公共产品供给动力不足和内容扭曲。同时建立有效的农民需求表达和显真机制,只有农民能够充分表达需求意愿,才能真正实现以农民需求为导向的公共品供给,在资金有限的情况下使农村公共产品的供给效率最大化。
Reasonable determination of priority order for rural public goods is the key to raise its supply efficiency and boost the modern agriculture development. While determing the order, we should keep giving farmers＇ demand primary and government＇s macro control supplementary. And we should change the traditional supply system of public goods, minimize the shortage of supply impetus and content distortion caused by suppliers＇ chasing for self-interest. Meanwhile, we should build effective mechanism for farmers to express and reveal their demands. Only their wishes are fully expressed, can the public goods supply guided by farmers＇ demand be realized, and maximize the supply efficiency with limited fund.
