摘要美国全球自由贸易协定战略是美国全球经济战略的延伸。贸易自由化、投资自由化和保护知识产权构成美国全球经济战略的国家利益。贸易协定是美国实现全球经济战略国家利益的战略工具,自由贸易协定是美国全球经济战略的战略目标和工具。WTO决策机制的运行显得困难、区域经济一体化的潮流、WTO法律体系对区域经济组织的确认和区域贸易协定,被视为促进安全的手段,共同构成美国实施全球自由贸易协定战略的国际环境。美国已具备了形成全球自由贸易协定战略的全部要素,即具备该战略的国家利益、国家目标、国家实力和实施战略的国际环境。美国全球自由贸易协定给大国经济的对外经济政策产生了示范效应。在此背景下,中国实施自由贸易协定战略迫在眉睫。 The strategy for American global free trade agreement is an extension of the strategy of American global economy. Liberalization of trade, liberalization of investment, and protection of intellectual property rights constitute the national interests of the American global economic strategy. The trade agreement serves as a strategic tool with which the United States realizes the national interests of its global economic strategy. Free trade agreements are the strategic objectives and tools of American global economic strategy. WTO＇ s decision mechanism, which is difficult to operate, the trend of regional economic integration, identification of WTO＇ s legal system for regional economic organizations and regional trade agreements, all of which are regarded as means of promoting security, constitute the international environment in which the United States implements the strategy for global free trade agreements. The paper argues that the United States has possessed all of the elements which can form its global free trade agreement strategy. In other words, the United States has decided on the national interests, set up the national objectives, and obtained the national strength of this strategy, and it also boasts the international environment where the strategy is carried out. The American global free trade agreements have produced excellent effects on the country＇ s foreign economic policy. The United States has set a fine example for big nations to follow. In this context, it is an extremely urgent task for China to implement the strategy for its free trade agreements.
