摘要
社会主义财务学研究的主要问题之一，是界定财务与宏观经济环境的关系，确定财务在国民经济中的地位与作用。研究财务与相关经济范畴的关系，划清本金与基金的界限，则是解决这一问题的理论基石。这对“政资分开”与完善社会主义市场经济宏观调控体系具有重要理论意义与现实意义。
One of the principal problems studied by discipline of socialist financial affairs is to define the relations between financial affairs and macroeconomic environment and to make sure the function of financial affairs in national economy. The theoretical cornerstone to solve this problem is to study the relations between financial affairs and their related economic realms and the demarcation between principal and funds. It is of great theoretical and practical importance for “the separation between administration and funds” and for the improvement of macro-regulation of socialist market economy. It also lays the foundation for establishing the discipline of financial affairs.
