摘要
从二方面防治煤矿突水事故,减小突水灾害损失:其一,管理措施——调整煤炭生产结构,整顿煤炭生产秩序,实施煤矿安全战略,完善煤矿安全科技体系与防治体系,完善安全技术标准;其二,技术措施——在加强气象、水文动态和矿区水文地质勘查的基础上,有针对性地实施地面防水工程、地下防水工程,制定紧急突水事故预案。
In order to reduce the damage caused by water inrush accident, the coal mining water inrush accident could be controlled and prevented from two aspects： on the one hand, management measure -- adjust coal production structure, rectify coal production order, implement coal mining safety strategy, improve coal mining safe technology ＆ science system and prevention system, perfect safe technology standard; on the other hand, technology measure-on the basis of enhancing meteorologic and hydrologic performance and mining area hydrologic geology exploration, the ground waterproof engineering and underground waterproof engineering could be implemented purposely and the contingency planning for water inrush could be developed.
