摘要
进入21世纪以来,公共危机事件频繁发生,对各国政府能力提出了考验。政府作为多元公共危机管理体系中的核心主体,在公共危机管理中起到不可或缺的作用,它承载了为实现公共危机管理的善治责任。我国是世界上公共危机事件发生频率较高的国家之一。因此,我国政府应加快突发公共危机应急立法步伐,建立有效的公共危机应对机制,加强危机管理体系建设、组建危机管理综合协调机构、对公众开展危机教育等方面的工作,以提高我国公共危机管理的水平,建立政府预防机制,应对公共危机的发生。
Since the beginning of the 21st century, there have been frequent reports of public crisis, putting governments＇ ability to the test. Government as a pluralistic public crisis management system in the central subject of crisis management in public has played an indispensable role in carrying it to achieve the public good governance crisis management responsibilities. China is one of the countries with higher frequency of public crises. Therefore, the government should speed up to deal with legislation pace to deal with the sudden crisis of public emergency, establish an effective public crisis response mechanism, strengthen crisis management system, set up crisis management coordination body＇ improve public crisis education, and enhance the country＇s public crisis management level, in order to help government to establish mechanisms to prevent and deal with public crises.
