摘要
乡村地域系统拥有城市地域无法替代的经济、社会、生态等功能。乡村的发展对国家的经济腾飞和稳定发展有着基础性的作用,有效的保障了国家的粮食安全和食品卫生安全,保持了区域的生态平衡,同时还具有多样化的居住、社会、文化价值。我国在现代化建设中有"城市优先"的倾向,致使乡村地域系统职能的失调和空间发展的失序。主要表现在:乡村经济职能和居住职能的失调;城乡产业空间布局的失序;乡村发展空间的被剥夺。城乡协调发展要求将城市与乡村看作同等重要的地域实体,只有最大程度的发挥城乡的优势才能实现共同发展。明晰乡村地域系统的职能有利于更理性地思考城乡产业布局、乡村整治的方向、乡村职能的外部性以及乡村补贴等现实的政策问题。
Rural spatial region system have multifold economic, social,ecological functions. Rural region＇s main function reflect on promoting economic soar and stable development, guaranteeing grain security and food hygienic safety, maintaining ecological balance and diversity of social and culture. As a developing country of economy rapidly growth, China has urban priority tendency, which lead to rural functions maladjustment and spatial disorder. Main manifestations are economy function and residential function are maladjusted; spatial distribution of urban and rural is disorder; rural development spatial is deprived. Realizing urban-rural coordinated development, rural is looked as important region as urban, urban-rural common development can realize only through playing urban-rural superiority to greatest extend. Clarifying rural function is beneficial to think reasoningly some reality police problem such as rational distributing urban and rural industry, rational carrying out village renovation and guiding rural surplus labor transfer, clarifying externality of rural spatial region systems, establishing rural subsidy mechanism.
