摘要
行政问责制是公共行政管理体制改革的发展方向。随着行政管理体制改革的不断深化,我国行政问责在理论、实践和制度建设上都取得了可喜的进展。但从总体来看,我国行政问责制还处于起步和初始阶段,各地的发展很不平衡。无论是法律规定还是具体实践,都还存在一些突出的问题,迫切需要加以完善。当前,进一步完善行政问责制应该把准主要的着力点。文章主要论述了问责依据的法制化、问责制度的系统化等十个主要方面。
Promoting administrative accountability system is the reform direction of public administrative management. With the further reform of administrative management mechanism in China,there is an encouraging improvement in the theory and practice of administrative accountability system, as well as the construction of mechanism. As a whole,however,the administrative accountability system is still in primary stage and there is imbalance between different regions. There are some striking problems in either regulations or practical details that need to be settled urgently. For the time being,we should get hold of the key points to push the completion of administrative accountability system. The paper highlights ten major points for exaple legalization of accountability proof and system of accountability mechanism, etc.
