摘要
通过分析重庆所有制结构现状，提出重庆地区所有制结构调整缓慢是地区经济发展落后的根源之一的论点，阐述了发展民营经济，调整所有制结构必须解决与此相关的深层次的几个重大理论问题，包括国民经济中公有制与私有制的比例关系；公有经济与民营经济的作用；国家与地区经济中所有制结构的关系；民营经济与外资经济的关系；所有制结构调整与重庆未来发展。最后提出了发展重庆地区民营经济必须采取的对策措施：政府强力推动，优先发展民营经济；组建民营企业管理局；鼓励和支持民营企业实施名牌战略；把发展民营经济同移民和扶贫工作结合起来；让民营企业参与国有企业改革。
Based on an analysis of the status quo of the ownership structure in Chongqing Municipality, the author argues that retarded readjustment of ownership structure in Chongqing is an important factor accounting for the delayed development of the local economy in this region, and expounds a few significant problems concerning the development of privately run economy and the readjustment of ownership structure: the rational proportion of public wonership to private ownership in the national economy, the respective roles of the public owned economy and the privately run ownership, the relationship of the ownership in the natioanl and the regional economy; the relationship between privately run economy and foreign funded economy and the ownership structure as related to the future development of Chongqing. A few proposals are offered of the measures to be adopted to accelerate the development of privately run economy in the region: powerful promotion by the government of preferetial development of privately run economy, establishment of a management bureau of privetely run enterprises, encouragement and support of the privately run enterprises in their implementation of famous brand strategies, integretion of developing privately run economy with the work of resident resettlement and aiding the poverty striken regions, and the permittance of involvemnet in the reform of the state owned enterprises by the privately run enterprises.
